Digital Identity — OECS ePass

Free for OECS citizens

One credential,
seven Eastern Caribbean nations.

The OECS ePass is a free, secure digital travel credential issued to citizens of the Organisation of Eastern Caribbean States. Move quickly between the seven participating member states, replace the paper ED-Card at most ports of entry, and carry a sovereign-issued identity that every member-state border officer can verify in seconds.

Participating Member States

Seven Eastern Caribbean nations. One regional credential.

Each ePass is issued by the citizen’s home country and recognised across every other participating member state. The credential travels with the citizen; the data stays with the issuing nation.

Get Started

Three steps. Five minutes. No fee.

OECS citizens enrol directly through the official mobile app on either platform. The credential is bound to the device and to the citizen’s biometrics; no in-person appointment is required.

1

Download the app

Available on the Apple App Store and Google Play Store. The official OECS ePass app is the only authorised enrolment channel.

2

Scan your identity document

Upload a passport, national ID, driver’s licence, or voter card issued by your home OECS member state. The app reads the document and pre-fills your registration.

3

Take a live selfie

The app performs liveness detection and biometric matching against your document photo. Once verified, your ePass is issued instantly to your device.

Regional Travel

Replaces the paper ED-Card at most participating ports.

Where the ePass is recognised, OECS citizens skip the paper Embarkation/Disembarkation card altogether. Arrival and departure happen entirely from the credential on their device, at every air and sea port that has been brought online.

Air ports of entry

Recognised at participating international airports across the seven member states. Officers verify the credential at the desk in seconds.

Sea ports of entry

Cruise terminals, ferry ports, and yachting marinas accept the same credential, useful for the inter-island ferry routes that move thousands of OECS citizens weekly.

No paper ED-Card

Where the ePass is accepted, the paper Embarkation/Disembarkation Card is no longer required. The credential carries the manifest data the officer needs.

Sovereign issuance

Each member state issues, revokes, and governs its own ePasses. No central identity provider, no foreign cloud holds citizen data.

Federated verification

A border officer in one nation cryptographically verifies a credential issued by another, with no query to a central registry. The credential proves itself.

Biometric binding

Every ePass is bound to the citizen’s face. A live match at the border ensures the credential cannot be transferred or used by a third party.

Revocation across the region

If a credential is suspended in the issuing state, it is instantly honoured as suspended in every other member state. No lag, no manual notification.

Future government services

Where bilateral agreements are in place, the same ePass authenticates a citizen for tax, vehicle registration, and licensing services in member states beyond their own.
